TMZ reports that the guy is claiming Wilmer has been throwing ragers at his LA home for years and the noise is unbearable at all hours of the day and night. He claims he's written 7 letters and made tons of phone calls to Wilmer and the police, but nothing has changed. He wants the partying to stop and of course some money to make up for it.
