COMPANY OFFICIALS SAY THE CAUSE WAS A FAULTY DEVICE THAT HAD BEEN INSTALLED IN ITS SWITCHING GEAR AND DESIGNED TO PREVENT A FAILURE OF ELECTRIC CABLES LEADING TO THE SUPERDOME.
