A Russian legislator is found dead in a concrete barrel. In a town outside of Moscow, Russia a city legislator was found dead inside of a metal barrel filled with concrete. Mikhail Pakhomov was in charge of a large construction company that had contracts to build and develop utility and infrastructure systems in a few Russian cities. He was reportedly tortured and killed over an 80 million dollar debt.Police investigators have arrested eight people in connection with the killing including, a former deputy minister for housing and utilities in Moscow, who was apprehended aboard an airplane in Moscow and charged with armed kidnapping. Pakhomov had been missing for just under a week before authorities were led to the location of his body.Some Russian politicians who refuse to participate in corruption have been killed, including in 2011 when a mayor was shot to death in his driveway in what police think was a contract killing over disagreements with utility contractors.Back in the 1990’s Russia went through a period of violence where there were a series of deaths linked with business disagreements. President Vladmir Putin’s chief of staff has said that the housing and utilities services sectors are some of the most corrupt institutions in United Russia.
