The two storms created floods and landslides across Mexico, killing at least 97 people as of Thursday. Some 35,000 homes across the country have been damaged or destroyed. Heavy rains from Manuel forced government officials in the Mexican state of Michoacan to empty more than one million gallons of water from a dam in danger in collapsing into the Balsas River, according to local media. The dam's release caused flooding in nearby communities, although the government ordered the evacuation of about 500 people living nearby before the measure took place.
