Female: The international monitory fund has announced a 25 billion pound loan package for Brazil in an attempt to avert an economic collapse in Latin America on the scale of the crises in Asia. The IMF says most of the money will be made available on the next year.
Narrator: No where fronts the extremes of wealth and poverty more than the birth place of the earth summit itself, Rio de Janeiro. A UN report last year some did up neatly. Rio it said was where the third world and the first world cohabited. The shanty town over Favelas perch along Rio’s cliff gazing down the apartment blocks of the ridge. Rosa Maria lives close to where the Rio earth summit took place in the cities biggest Favela called Rosinia, a community of 200, 000.
In Brazil’s unequal society, just one percent of the land owners own 46 percent of the arable land. Many of those in the Favelas came here when they were forced to leave their farms. Rosa Maria’s family moved here in the early 80s. Rosa Maria shares two small rooms with her mother and mother’s boyfriend and four other siblings.
When we first met Rosa Maria in 1992, her father had just abandoned them living her mother who is a hotel cleaner to fend for her self and her four children. But in the Favela community is everything and they placed the role of an extended family. At that time, a neighbor Chazay who is a local fisherman took on the role of being her guardian.
Male1: Here in Brazil, there are a few people who are rich and many who have nothing. Unfortunately, I am one of those who have nothing.
Narrator: Chazay was struggling to fish the polluted waters of Rio bay which the governments had pledge to clean up in the wake of the summit but the fishing became too difficult and they moved away. When we returned two years later, Rosa Maria was fatherless once again but soon another father figure took his place.
Male2: Next Sunday 30th we’re having a special leisure day for the kid at Lago do Campinha.
Narrator: Lee is a community DJ. Rosa Maria is one of many children he helps to care for. In some ways, he has had more of a direct impact on their lives than the promises of the politicians.
Male2: I’m fighting for Rosa Maria and other children to have more secure future and be happy. A lot of people are prejudiced against those who live in Favelas. They say the people here are worthless.
Narrator: Loud speakers play a mixture of music and public education messages to the people in the Favela. The glaring inequalities have spawned massive social problems, drugs and guns are common place. According to the UN, the rich in Rio enjoy living standards of Italy while as the poor have the same living standards as Gabon. Lee is trying to protect Rosa Maria and her friends by building them a small playground.
It is always being vast, even during the earth summit 10 years ago, gun fire was common place in Rio. Whilst the assembled leaders were protected from the violence, the role that insecurity played in poverty was not discussed.
